At 4-6 months, puppies in this age group can often seem "half" house trained due to their ability to be easily distracted. He's likely to want to explore the world, which means chasing a moth might prevent him from eliminating when you take him to his spot. By now, a puppy of four months can wait about four to five hours before needing to eliminate, while a puppy of six months can go as long as six or seven hours.
It typically takes 4-6 months for a puppy to be fully house trained, but some puppies may take up to a year. Size can be a predictor. For instance, smaller breeds have smaller bladders and higher metabolisms and require more frequent trips outside. Your puppy's previous living conditions are another predictor. You may find that you need to help your puppy break old habits in order to establish more desirable ones.

The idea of using treats to train is often equated with bribery. Truthfully, dogs do what works. If using treats gets them to do what you want, then why not? You can also use the world around you as a reinforcement. Every interaction you have with your dog is a learning opportunity, so when you think about it, you probably don’t use food very often except during active training sessions. So why does your dog continue to hang out? Because you reinforce him with praise, touch, games and walks. Choose a designated area for your puppy to "go" before bringing him home. This spot might be somewhere in the backyard, next to a structure that provides shelter from wind, or some other suitable place in the garden. Wherever it is, have a firm commitment to it before getting the puppy. You don't want to create inconsistent messages by shifting his toilet around the yard while you make up your mind.[10]
Note the breed of your dog. Larger dogs tend to be easier to house train than toy dogs. Smaller dogs need to go more frequently (with tinier digestive systems).[4] Smaller dogs can also get into places to eliminate where you may not notice or be able to find until a bad habit has been established. Limit your dog’s access to the whole house to prevent this.
